A picture of a rustic wall and fenceWith a deep understanding of the policy and science context, ADAS has a unique capability in helping with the development and evaluation of policies relating to environment, energy, food and land management.

The Economics & Policy team works closely with ADAS colleagues who are recognised experts from a broad range of science disciplines to ensure that policy is fit for purpose and grounded in reliable evidence.

ADAS staff are located in all areas of the UK and have good contacts with relevant industry organisations, agencies and NGO’s which enables them to involve wider stakeholders and ensure that they take ownership of the outputs.

ADAS enjoys an enviable track record in policy research, design and evaluation, and is able to offer a comprehensive service for every stage of the policy cycle.

ADAS services include:

  • Economic research
    Socio-economic and environmental research to inform policy development.

  • Strategy / policy development
    Research and analysis to develop/support a strategy or policy, including the delivery of a forward action plan.

  • Cost benefit analysis
    Social Cost Benefit Analysis (CBA) and Impact Assessment (formerly Regulatory Impact Assessment (RIA)) to BERR guidelines.

  • Policy appraisal and evaluation
    Ex-ante, mid-term and ex-post evaluations (notably on UK rural development programmes, and agricultural and food chain related grant schemes), including programme appraisal.

    Socio-economic impact of programmes/sector investment/technologies using Output (I-O) and Keynesian local economic multiplier models.

  • Integrated solutions
    Working with other ADAS teams to evaluate the economic impacts of different policy related strategies for energy, waste, air quality, water resources, land and the built environment.
